Electro, or rather Max Dillon was in a taxi, not as a passenger, though, as the driver, he was a professional assassin, and every type of crook needs to hide out somehow. His clothes weren't his best, despite the fact he could afford the best. The bridge had a traffic jam, and that annoyed the electric villain, he passenger kept talking, asking questions, and the like.
